When our Bank receives a California Superior Court Subpoena (Criminal or Civil)for the production of records, can the Bank legally bill its customer(s) or other third parties that are the subject of the Subpoea for the direct cost of producing those records for the Court? These things tend to be pretty expensive (cost-wise) to the Bank and we are seeking ways to offset them.

You can charge your customer anything your State law will allow you too. You might want to try this question in the California specific forum.
