Does TX Home Equity Law address rate reductions under SCRA when a servicemember invokes their SCRA privileges for a loan rate reduction? Concern is over Section 50(a)(6)(L)(i) that states the extension of credit must be repaid in substantially equal successive periodic installments. Is this covered somewhere by preemption under Federal Law?

If you're lowering the rate, no foul...as that will not cause a balloon payment. You could also reamortize the loan to pay out at the original schedule by lowering the payment.
