No. The HOEPA disclosures must be given three business days before the borrower signs the not and becomes obligated. Here is the applicable part of 226.31:
The creditor shall furnish the disclosures required by Sec. 226.32 at least three business days prior to consummation of a mortgage transaction covered by Sec. 226.32.
From 226.2, the definition of consummation:
(13) Consummation means the time that a consumer becomes contractually obligated on a credit transaction.
You become obligated when you sign the note.
