My question is... a son would like a $1,000.00 home improvement unsecured loan. The improvements would be to his mother's home located in Mexico. Would HMDA reporting be required?

No. It can not be geo coded. How would you get by all those validity errors.

See the definition of 'dwelling'. It must be located in a state in the US, the District of Columbia or the Commonwealth of Puerto Rico.
