When we take an app over the phone, the Rep discusses the loan then forwards the app it to the Processors (whom make the decision) and then off to a branch for signing and explanation of all docs. Would the Signing Rep need to provide their NMLS #? Or no, because they don't meet the 2-prong definition?

It doesn't sound like they would meet the 2-prong test because they didn't take the application. I would also argue that the processor wouldn't have to provide their NMLS # if they only make the underwriting decision, as they wouldn't be offering or negotiating terms.
