Does that change go into effect on Thursday? I think the comment period closed at the beginning of June, but I can't find a final rule.

You can't find a final rule because there hasn't been a final rule issued. That proposal has nothing to do with Dodd-Frank, and won't become effective (1) unless and until it's finalized and (2) until after a delayed compliance date.

There has been no final rule as yet. It does NOT go into effect Thursday. Only the $100 to $200 rule goes into effect on 7/21/11.
