If a commercial building has both retail space and apartments and the commercial space is more square footage than the apartments, can improvements be considered as CRA reportable and not HMDA?

Need more info. Is the loan secured by the building? Are the improvements being made to the commercial or residential part of the building?

Loan is secured by the building and most of the improvements are for the retail space.
