Okay, I hope I'm just having a rough morning here. I have a copy of the FACTA that the FTC published on December 23, 2003 plus I have a copy of the FRBs effective dates final rule published February 11, 2004. The problem I am facing is the section numbers are not uniform. I went to the FRB website to obtain a copy of the reg (with their number scheme) and I couldn't find one. I am trying to tie the effective dates to the applicable sections of the reg, but its difficult because of the difference. Anyone else having this problem?

I have the Federal Register Vol 69, No 28 2-11-2004 and unless I am not understanding your question, it looks like it matches up to the Federal Reserve's publication of 2-5-2004.

I find the Federal Register the easiest to understand.

Maybe the problem is that there is no regulation per se as yet. The FRB will be using a new Regulation V as they craft the new regulations. The recent section numbers that both the FRB and the FTC used for the effective dates of those parts of FACTA that were not specifically listed in the act are to the FACTA sections and as such do not correspond to the section numbers of the FCRA. I believe that the FTC has published a revised version of the FCRA that incorporates the new and revised provisions of the FCRA. Hope I didn't make this any muddier for anyone.

The problem is the FCRA combined with FACTA uses the "600" citations as was common to the FCRA in the past. But the revisions refer to the FACTA citations. There is no table that shows the correlation between the two. At least that I have seen.

Yes. The FACT Act amends and will be added to the FCRA. I am working on a hyperlinked Word version which will be available in the Bankers Tools once it is completed. I find it handy sometimes to be able to hi-lite and bookmark the document. Others may as well.

The FR and the Fed Res reference sections of the act. I was trying to retreive the document so I could review these sections but have come up with empty hands. Where on the internet would I find these? I have checked the Fed Res, Fed Reg, OCC's site and FFIEC's site, nothing.
