Why do you want a policy on ESIGN? It's one element in a bigger picture (e-delivery of "written" documents), which in turn is one element in bigger pictures (compliance with numerous consumer protection laws & regs), which in turn are elements of product management. Write good policies for your products and embed references to ESIGN if you think they add anything.
