I am trying to create a list of FTC rules that bank would place on their compliance risk assessment. What are FTC rules that I would need to review?

You can base your assessment on these but recognize that for the largest part the FTC's bank responsibilities went to teh CFPB.

Consider FDCPA. http://www.ftc.gov/os/statutes/fdcpa/letters.shtm

FCRA commentary/opinions handed over to CFPB - http://business.ftc.gov/blog/2011/07/fcra-40-its-matter-interpretation (The link is on that page.)

As to a specific list of risk issues I haven't seen one.
