We have been taking some big hits in our error resolution area ($3K-17K). Generally we just reimburse without an investigation. My auditor wants to implement a requirement that for disputes over $1K we obtain a copy of a police report for idenitity theft.

If we provisionally credit the customer and require a police report to commence our investigation, are we in compliance?
