You can always start with the countries that are named in the actual sanctions program.

Albania
Bosnia
Bulgaria
Croatia
Macedonia
Montenegro
Romania
Serbia

Do you recognize Kosovo as an independent nation?

where did you get that list of countries?

We read the sanctions, and because it wasn't all that clear, we did some research as to the physical geography of the Balkans Region. We did not include Kosovo because the EU does not recognize it as an independent state. Greese is also located in the Balkans region, but because it is a FinCEN advisory country, I did not include it in this list.

But the US does recognize Kosovo as an independent state, as do 22 of the EU member states.
