I was told by an examiner that we need to provide Notice of Right to Receive Copy of Appraisal notice to the applicant even when we do not do an appraisal on the property. Is this true?

You shouldn't need to provide the notice if an appraisal wasn't used. Refer to Regulation B section 202.14. I would ask the examiner to point to the requirement he is referring to...
