I have been searching and can not find where I would found the correct procedures for opening an account for a forgien business or individual... I have even looked through all the post here. I may have missed something. Thanks

Start with with Secretary of State Business Home Page. This will supply with instructions for filing, forms, etc for foreign business that intend to do business in your state. Generally, you will find that forign businesses include the other 49 states and all foreign countries.
