A bank approves director's guidance lines annually. The compliance officer has run into a situation where one of the affiliates guidance line does not reflect the aggregate amount of debt. There are two schools of thought here:

1) The guidance line does not aggregate debt, but instead preapproves new debt

2) The guidance line does aggregate debt, and anything over the guidance line needs additonal prior board approval
