Do government recording charges (mortgage) have to be reflected on the final HUD-1. we have a title company in AZ saying they charge a flat escrow charge and that covers the recording fee's.

Yes they have to be on the HUD, they're on a specified line of the GFE. The escrow charge from the title company is not a part of the GFE (Title work is though)

Is 'escrow charge' another way of saying 'closing or settlement fee'?
If that's the case, then the escrow charge should be on the HUD on line 1102.

Unless the title company is paying that fee to a third party the closing fee is part of Line 1101 and is not itemized inside or outside any of the other lines in the 1100 series.

typo...should be 1101.

The recording fees are being paid to a different party and belong in the 1200s and not lumped in with the 1100 fees tho.

I agree. Fees paid to public officials have to be disclosed on the HUD in the 1200 series.
