Scenario: Bank requires survey but does not permit shopping. Borrower obtains survey from company not used by Bank, but Bank accepts the survey as a courtesy to customer. If the cost of the borrower's survey exceeds that shown on the GFE can the Bank treat this as something akin to a borrower choosing a service provider not on a shopping list and have no tolerance issues?

Surveys are a service that a borrower may shop for. Therefore they are allowed unlimited tolerance. I don't think you'd have an issue.

If you did not provide the applicant a written list of service providers then the charge is subject to the tolerance regardless of the service provider chosen or who chose them.

If you don't provide a list specifying otherwise, then all providers are assumed to be on your list.
Tolerances apply.
