Does anyone know where I may be able to find an all-encompassing list of record retention guidelines? Everyone I have contradicts another one I find. Does State law trump Federal?

No. In this specific context, you go with whichever requirement is longer; i.e. you comply with both.

As suggested, your state bankers association is a good resource, but you should also check with your state department of financial institutions. At one time, my home state's DFI simply had a link to a pdf document on their web site.
