OFAC has a great FAQ for all of its sanctions and the answer always depends on the particulars of your circumstance.

If the remittance is classified as a non-commercial, personal remittance, and the wire is not bound for an individual on the SDN list or a block financial institution then the wire is permitted under General License No 6.
