If we change a Minor's savings account to a regular savings account, do we have to provide the customers with disclosures?

If the disclosable terms are changing, why would you not be required to pre-notify the customer unless those disclosure were made at the time of account opening?

The customer who comes in and asks for a new account make a request, and you provide disclosures so they are aware of the terms and conditions. The same holds true here, the consumer needs to know the T&C. This applies if they request it, or if you, as an example, converted a MMDA to a NOW or other product. The T&C changed, the consumer must be informed.
