The early TIL was provided on a loan. The loan was final approved for at a higher loan amount to cover an additional payoff. The final rate did not change from the rate originally disclosed on the early TIL. Is redisclosure and the additional waiting period required before closing?

No re-disclosure is required unless the APR was out of tolerence.
