I have looked but haven't been able to find any on this. Is there a max amount that can be charged as an early withdraw penalty for CD's? I know there is a minimum, but we are looking to change what we currently charge and I don't want to be out of compliance. Thanks

A quick scan of MO banking laws and regulations did not turn up any mention of early withdrawal penalties.

Missouri law is silent on the question, which means you can charge whatever you wish, as long as the feds don't think it's unfair, deceptive, or abusive.
