We are in the process of renewing a primary residence loan. Am I correct in that if there in no new money and no change in terms that RESPA and HPML is not needed? We would run them again if terms change, correct?

It depends on whether your "renewal" is being accomplished through a refinancing or through a deferral/extension. If a simple deferral or extension, then RESPA and HPML don't apply.
