Has there been a change to consent to transfers in Indiana that non-spouse joint owners of accounts do not have to file?

Any input would be appreciated.

I'm not aware of any but that doesn't mean it hasn't and I haven't ran across it yet. There were several changes in the legislation this year i.e. HB 1229 and 1005.

Go here and do an exact search on "consent to transfer" and it will bring up several hits. Maybe you'll find your answer in one of the hits.
