Possibly you are hearing it so frequently in the bank because they have all discovered that if they don't preface the conversation by letting you know it is a question, you just stand there with a blank stare on your face? Whereas most people at some point come to realize a question is being asked, there are some who don't figure it out unless it is pointed out to them. Possibly they are trying to alert you so that you can actually formulate a response, rather than have them start over after stating it is a question.
Alternatively, when this occurs, you should start your reply with "answer" every single time...
My personal pet peeve is when someone asks "can i ask you a question?" to which point I always reply "you just did, do you have another you'd like to ask or was that it?"

My elemenatry school principal (a nun) would have replied, "I don't know; can you?" She beat into you the difference between 'can' and 'may'.

implement the "3x you know" rule...anyone saying you know 3x in a conversation gets hung up on if on the phone, or just walk away if in person...
