We are contemplating offering loans for timeshares.

It's my understanding that these loans are governed by state statutes.

Are we supposed to comply with the state statutes based on where we are located or where the collateral is located?

You will have to review both State laws to make that determination. For example, the home equity laws of Texas will apply to any home equity loan made on property in Texas regardless of the lender.
