So am I reading this correctly, that this replaces the section on all dwellings with a section on first liens on dwellings?

Reg B appraisal requirements only cover 1st liens but Reg Z HPML appraisal requirements cover both 1st & subordinate liens.

Yes, the Reg B rules narrow that as 1st liens now matter for B. As ahou mentioned, other rules apply!
