Are there regulatory, (vs. legal enforceability) concerns with offering a modest loan program for minors (16 and 17 years of age)?

I can't think of any regulatory concerns, unless you are offering favorable terms based on their age. My biggest concern would be whether a 16 or 17 year old can legally contract for a loan.
