We were about to extend a loan secured by improved property located in a flood zone but in a Non-Participating Community.

Looks as if the community entered the Emergency Program on January 13,2013.

Is flood insurance available and required if the property is located in a community enrolled in the Emergency Program?

Yes - if they are in the emergency program, flood insurance is available in reduced amounts and the loan requires insurance.
