I have a customer who is using a Home Equity loan to pay off their current residential mortgage, as well as cash out to put a new roof on their commercial garage. The garage is not attached to the home and we are not taking to garage as collateral – just their home. Under HMDA, would this be considered a refinance or home improvement?
