The Green Book information applies only the Federal benefits payments, so child support would not enter the picture. As noted above, at least one state has specific requirements, so you need to know whether your state imposes requirements in this area.
I think that within the limits of the laws and regulations you may be subject to on closing an account, you can probably use some common sense in varying your policy to allow for cases in which an immediate or abrupt account closure (other than for fraud) will work a hardship for the depositor. If child support payments are being deposited via ACH, you could either extend the notice period for closing the account to allow for other arrangements or work out something to provide the individual access to those funds after the account is closed for a limited period (not to exceed 30 days).
