If you have an employee that is paid a salary, not hourly, can their pay be docked for taking time off for a doctor's appointment?

Depends on whether or not they are exempt or not.

If I'm reading the dol info correctly when my manager asked me how I was going to make up the 3 hours I missed last week for a Dr. appointment, (take sick leave or work more hours) she was violating the law? I'm salaried/exempt. Thanks.

No - whether you make it up or use sick leave, you will still get paid for a full day.

She wasn't stating she was going to dock your pay, she asked what hours you were goin to work since you weren't there during a portion of the day
