I would like information on how to record a lienholders information on a vehicle purchased in PR and financed through our Credit Union. We have tried numerous attempts to contact DMV and the member.

I finance cars on PR. It is a nightmare getting liens on our vehicles. It take 6-9 months. The whole process is as draconian as it could be. The route I am speaking of is the Hipoteca route which is proof your lien is on the car. Another route is with a sales contract. Your bank would supply this to the dealer when you pay them. Part of the dealer's service should be to apply for tag and title, basically you are doing it on the front end with this method.
