I have a person who does in-house evaluations when an appraisal is not required. He is not a licensed appraiser. Can I charge my customer a fee for this in-house evaluation. He also does construction loan inspections. Can I charge for this also? Thanks.

We charge. You list it in with your origination charges on your GFE/HUD.

Not if its a RE loan. Things lumped into the origination charges are not automatically ppfc's.

You may need to check your state laws to see if a non-licensed person can charge a fee for an evaluation/appraisal and also to see if the fee must go to the individual or can go to the bank.

On the subject of construcion inspection fees, if there are excess inspection funds kept in a bank controlled GL, can the bank keep them or does the bank have to refund the excess inspection funds?

You cannot keep unearned fees on a RESPA covered loan.
