Does the OCC or other Regulator have available an audit checklist for third party business relationships that banks enter into?

Not an audit checklist per se, but very detailed guidance. Look at OCC Bulletin 2001-47, Third Party Relationships. Also, there is an excellent article about this subject, authored by Michelle Gordon, that will be coming out in the next issue of ABA Bank Compliance magazine.
