When refinancing a loan that was previously secured by the consumer's primary dwelling but is now their investment property, would ROR apply since it is no longer the primary dwelling?

You don't look to the loan being refinanced to determine anything on the current loan.
So no RoR or GFE or page 3 of HUD required on investment property.
