When originating a private education loan, does the Final Disclosure take the place of the Final TIL or do we need to provide both?

I haven't done a PEL, but it's my understanding if you use the model notice (H-20) then that has all the information required by Sections 47(c) and 18. So you would not need to give a separate final TIL.
