If we do not meet the definition of remittance transfer provider based on the exemption of 100 or less then does that mean that the 30 minute cancellation rule also does not apply to us?

Since it is a requirement of subpart B of Regulation E, and because you're exempt from compliance with subpart B, you would not be subject the 30-minute cancellation rule.
