But I would assume that whoever originates the application and or is the first contact point would need to provide their NMLSR#, not all MLO's that "touch the file".

IMO, it is the MLO that takes the application that would sign, add their number to the initial 1003. If there was a change of MLO then they would sign and their Number would be on the final. it is not required that every MLO that touches the file add their number to the documents.

I think we are talking about the number that goes on the initial correspondence and not the documents. The initial correspondence should contain the number of the MLO that reviews and approves the initial correspondence. They are the ones that are going to have to answer to the regulators regarding the content.
