What manual, the BSA/AML exam manual? Those terms are in neither the latest version - 2010 or the 2007 version

Yes, I think. I'm almost positive that it was in the BSA/AML exam manual.

Some of those you mentioned are on the list for ineligible businesses for exemption. (2010 p.92)

Boat sales are still listed on Appendix D as financial institutions (requiring additional scrutiny), and auctioneers are ineligible businesses for Phase II.
