On a commercial loan in Illinois secured by an investment rental property, the note has been paid but the officer wants to "hold" onto the Mortgage in case it might be collateral on a new loan to be made. The mortgage does contain cross collateral language and a maximum loan amount. But, if the initial note was completely paid off and closed out, doesn't it have to be released or does it fall under Articl 9 for Security Agreement?

That would be a state law issue.
