Situation: Bank closes checking account due to excessive ODs. This former customer returns to bank sometime later to cash a check and bank deducts moneis owed from the check. Would this be considered unfair and deceptive?

IMHO - the only way to do this properly is to sue them in small claims court and have an actual judgment in your possession. That way, you have a legal right to the individual's property that comes into your possession.
