We have been blocking our debit cards like crazy lately from other states due to compromised/fraud. I am getting feed back from upper management that no other banks are blocking. I have no doubt this IS in fact happening. I am interested in how you notify your customers of these blocks.

We don't block States in the U.S.. There is an inherent risk associated with issuing debit cards, and insuring members can travel to or do business by virtual trade anywhere in the U.S. is a risk accepted. We block individual businesses that are niches and being targeted for purchases by fraudies, but after a time those rules are removed as well. Catching the Common Point of Compromise/Purchase is the better way to handle bigger events. If you notice a store being the common unload point for fraud, block that particular terminal/name. If it is Wal Mart or Home Depot (any national chain) then that would be a bad idea smile

Thank you for your response. While finding a commom point of purchase is sometimes easily done, it still does not help if that merchant has a breach. The card transaction are denied, but the thief is still collecting that card swipe and gets the card number during the swipe. Hopefully integrating our CAN/CAMs with these transactions occurring helps in the future as we can block other states to just cards listed on the CAN/CAMs.

So your customer calls and says they're going to one of those states on vacation, will you unblock it for them? What if they make an online purchase and that is where the seller is?

I was under the impression that Europe was blocked this way (problem countries) and US areas only when there was a well know problem, by many banks. I've certainly seen nothing indicating many blocked areas from my bank.

We won't just outright block a state. We have put lots of limits in place though! For example in GA, if they are doing a purchase over $50 at grocery stores, gas stations, or drug stores they HAVE to use their PIN. But we can also put their card as an exception if they live there or are going on vacation there.

We notify customers via our website. We do allow PIN based transactions in the blocked states. This isn't entirely fraud proof, but it does rule out the signature based fraud.

We don't block states. Our fraud prevention software will pick up unusal transactions. Each transaction is scored, if the transaction scores over a certain threshold, a call is placed to the customer verifying the transaction.

Some places automatically score high. For example, if you use a Walmart outide the state.
