Can a municipality (City of ___) be considered an MSB?

Near the water
Is that municipality just cashing an occasional payroll check or are they letting anyone and everyone cash a check (or providing other MSB activities) just because they're so friendly and accomodating?

From the conversation I had with the Front line, they apparently cash checks for utilities and other things. We'll say that they are friendly and accomodating. I don't have the log that they filled out regarding the complete deposit, but when I do have it, I'll let you know.
