One of our customer went to Casino and made internal transfer from its saving account to checking account by using debit card. And then the customer made another EFT VISA transactions totaling $11,500.00 by using debit card in his checking account. It seems to purchase the Casino chips through EFT VIsa transaction. Do we need to CTR on this transaction?

Maybe I'm reading this wrong, but I don't see any cash leaving your FI? If so, a CTR isn't necessary.

In the unlikely event that your customer withdrew CASH from an ATM at the casino (multiple withdrawals, of course), you'd need to file. But none of the transactions you described involved cash.
