Ha - I think that the article is terribly wrong. The bank saved themselves and not the customer. Had the bank acted, the Bank would have lost the money for not having commercially reasonable security measures in place.

wow, sending a cover sheet from the company as well as the signature of the publisher? that request alone should have set off alarm bells

Yes, but the customer did that and not the bank.
