You are revising the wording of 3404(c). It does not say the customer has a right to inspect the records disclosed. It says the customer is entitled to review the government's demands for records unless such review is prohibited by 3409; e.g. the customer can see the subpoena.
I don't understand the second question, but the customer has a right to fight the government's demand for information. If, by the wording of the order, the customer has 14 days to respond, your delivering the records before that time expired would defeat that right.
