Has anyone hired a consultant to assist with performing salary surveys, title structure and job descriptions specific to internal audit? I'm a CAE looking for recommendations of anyone that has sought out these types of consulting services and been happy with the result.

You have a lot of variable there. I would consult a local recruiting firm.
