Has anyone done research on California AB1103 (Energy Disclosure Requirements)that went into effect January 1, 2014? It states that a building owner shall disclose the Data Verification Checklist for the builing to a prospective lender financing the entire building, no later than submittal of the loan application. I haven't been able to find to much information on this.

I'm not having luck finding this. Do you know in which legislative session it was introduced? Are you sure it was finalized?

I see no requirement that a lender MUST require the disclosure or that there is any penalty for failure to provide the disclosure.
