Are any of you scanning in ID (driver's license) to capture ID information for CIP? If so, can you share what issues you may have ran into as far as state laws concerning scanning licenses or anything we need to evaluate before embarking on this?

Your state's DMV might be your first call on any issues on making copies of a DL; the experience of others in other states is not determinative. It's doubtful there are any restrictions except those that prohibit the manufacture of fake DL's.

Although the regulation prohibiting copying military ID's was meant to prohibit the creation of fake ID's, it's written broadly enough to be interpreted as a complete prohibition against photocopying.
